Educated at Trinity College, Dublin; BA 1702; MA 1704. MP for Charlemont 1703-05 (1703 with his uncle John) and 1713-26. Travelled overseas in 1705, possibly to America. Burgess of Charlemont 1714 (with his brothers John and Charles). Took his seat in the Irish House of Lords 29 November 1727. A Privy Counsellor. Trustee of the Linen Board of Ulster 1732 to his death.

It is thought that the name of the town of Charlemont, Massachusetts, is derived from the influence of the 3rd Viscount, in his role as Privy Counsellor, in securing Governorship of the state for Jonathan Belcher in 1730. The town was founded in 1741, at the time of the appointment of William Shirley as Governor. Also at this time was the foundation of the nearby town of Shelburne, this being derived from the name of the family into which Elizabeth Bernard's sister had married. Lord Shelburne was a great supporter of the colonies, and his father-in-law Francis, of Castle Mahon, was later installed a Governor in 1760. It does not seem a mere coincidence that these towns so closely related should have borne the names of two men so closely related.
